Several things need to happen. You need to have the 98SE drivers loaded. Then since Windows 98 has no support for USB sticks You need to find a driver. Once installed USB mass storage devices should work within Windows 98. Only install these drivers on Windows 98SE where Mass Storage Devices are not working. Version 3 of the drivers includes generic USB 2.0 controller drivers adding USB 2.0 support for computers that support it. There is however no way to get Flash Drives working with the First Edition of Windows® 98 (Win98 - a very old and uncommon operating system so no driver has been developed).Most USB Flash Drives use mass storage class drivers. These are included in Windows®.

USB Flash Drive driver for Windows 95 OSR/2.1 As some people may know I am a big fan of Windows 95 because it can be installed without any web browser. Unfortunately for me manufacturers no longer provide Windows 95 drivers for most newer devices, or if they do they install a mess of software that often requires IE.

The 2.x versions support the recognition of many USB devices.
The 3.x versions also support the recognition of USB 2.0 controllers.

NOTE that the 2.x versions have NO Un-install; the 3.x versions DO - in Add/Remove Programs.

After you have installed these drivers, after you have plugged in or installed a USB device that hasn't been plugged in or installed before, you are prompted to have Windows search for drivers - do that, it will find the drivers, and that same USB device is detected automatically when it's plugged in or installed after that.

E.g. Apple never made drivers for their devices for previous to Windows 2000, so an iPod , iPod Shuffle, iPod Nano, etc., cannot be recognized.
